The stabil is not the issue. You had this issue before the sabil. Clean up the tank like you say, put it all back together with fresh, normal, fuel that you typically use everyday and then continue looking for the root of the original issue knowing your fuel and tank and filter have been crossed off the list of suspects. Also you may want to check the fuel pressure when you’re all back together.
