    The statement “It had cut off on me randomly a couple times and would occasionally feel like it wasn’t getting the proper power” is what you need to concentrate on.

    The 90 degree elbows on the bottom of the tank are the tank vent and cap overflow lines. They have nothing to do with your problem (but should be fixed regardless if they are broken).

    The #1 reason for a bike to randomly cut out would be a bad battery. Then all the other typical things. Spark plugs, air filter, fuel filter, IAC hoses, charging voltage, etc. should be checked.

    If you see rust in the tank you’ll have to say to yourself either 1) “this is just a couple of tiny spots, I know the history on this bike, it’s been well cared for and stored properly when not in use, I’m confident the rest of the tank is in fair condition” or 2) “this is an abnormal amount of rust – probably the last guy that owned it keeping it outside all winter. I need to remove the tank and open it up for further investigation and to at least replace the fuel filter.”
