Pics of 99-01 bike with exhaust intended for 03 or newer Vegas
The engine architecture is the same on all Victory engines 1999-2017. The differences are in the swappable exhaust flanges. 1999-2005 92inch 5speed bikes had one style of headed flange, and the 06-17 bikes had a different flange. Again they are swappable (or the holes can be elongated) as needed.
Then the only thing will be to do a little trimming on the RH side panel and fabricate your own bracket to hold the mufflers.

This is an RPW exhaust on a 2000 Sport Cruiser. It also has a 100/6 from a 2006 model bike! 🤤
